Announcements from the Minister of the Lists and the Earl Marshal

At this time, it has been decided that the East Kingdom will continue to require TWO Marshals for Rapier Authorizations until the new Rapier rules go into effect in July. At that time, requirements will be provided for who a 2nd signatory can be if a 2nd marshal is unavailable.
The Minister of the Lists and Earl Marshals office have been in discussions recently and have come to the decision to institute some changes in policy to both facilitate more effective communications between the offices, and using that to better support the MoLs, combattants, and marshals of the East. Below are the list of the new policies and procedures that will go into effect on June 10, 2026. Authorization forms and website updates to support these changes are in process should be forthcoming within the next week.
1) The submission of Authorization paperwork should now be done exclusively through the Online Form on the MoL website.
- Combattants will be responsible for the submission of their own paperwork. Marshals or MoLs may assist with the process however is needed, but it is the Combattants’ responsibility to ensure their paperwork is submitted, and retain a copy of their Auth form.
- This change will still require the printed forms to be filled out and signed. However, this will now require a photo or scan to be taken of the paper form for the upload to be completed. The online google form must be filled out entirely and the photo or scan of the Auth paperwork added to complete the submission. This can be done using a phone or a computer and should be done at the event where authorization took place, or as soon thereafter as is possible.
- Mailed Auth Forms will only be accepted by exception for those who do not have regular internet access at home. Events without internet access are not included in this exception, as the form can be taken home to be completed.

We are implementing this process change for 3 reasons:
- Minimizing issues of illegible handwriting and misspellings of names (These will cause hangups in the authorization and keep them from being processed)
- Significantly reduce the amount of manual entry currently required, and thus helps speed up the process of issuing Auth Cards.
- Reduce the opportunity for paperwork to be misplaced or lost, requiring it to be completed again. With this process, both the Combattant and the KMoL office will retain copies.
2) New Marshal signoff guidelines have been implemented at Society Level and are now being instituted in the East. Effective immediately: Armored and Rapier combat do not require TWO Marshals to sign off on new and lapsed authorizations anymore. Instead, the requirement is now At Least ONE (1) Marshal, however the second signatory can be a 2nd marshal OR a fighter who is authorized in the weapons form(s) the auth is being conducted for.
- The Marshal conducting the authorization should be sure to check the authorization card of the 2nd participant or the marshal authorization card of the 2nd marshal to ensure that all parties are current and able to sign authorization paperwork.
- To help both offices better track & verify those signing off on paperwork, Marshals and Authorized Fighters will be required to include their Membership number on the form.
- Martial Auth forms will be updated shortly to incorporate this change of requirement and will be distributed as soon as they are updated.
